A specialized training program on Construction Contracts for officers of the Attorney Generals Department was held on the 4th and 5th of January 2016 at the Galle Face Hotel, Colombo.
This program was organized by the Attorney General’s Chambers of Singapore at the request of the Honorable Attorney General of Sri Lanka. Funding was provided by the Asian Development Bank (ADB).
Resource persons included Mr. Jeffrey Chan Wah Teck SC, Deputy Solicitor General of the Attorney Generals Chambers of Singapore; Mr. Christopher Chuah, Barrister of the United Kingdom and Singapore and currently Head, Infrastructure, Construction and Engineering Practice which is a leading construction law firm in Singapore, Mr. Chow Kok Fong, Chartered Arbitrator and Quantity Surveyor and author of many construction industry related publications and Mr. Naresh Mahtani, Partner of Eldan Law LLP and a leading practitioner and arbitrator in the field of construction law.
The program commenced with a detailed introduction on Basic Considerations in Public Infrastructure Procurement by Mr. Chan. Thereafter, Mr. Chuah gave a comprehensive overview of the FIDIC forms and key provisions. Subsequently, Mr. Chow discussed in detail the issues relating to the Singapore Public Sector Construction Contracts. Lastly, Mr. Mahtani gave a detailed account of resolving disputes arising from Construction Contracts.
This was followed by an interactive workshop session and a mock case discussion facilitated by the resource persons. The Honorable Attorney General presided at the opening and concluding sessions of the training program.
Cocktails followed by dinner was held in honour of the resource persons on Monday the 4th of January at Galle Face Hotel where the resource persons along with the Attorney General, Solicitor General and the participants enjoyed an evening of fellowship.
